if you were driving with no plates on the car that's reason enough to pull you over (unless the rentals there don't have plates, as with some states, but not here in VA). All a cop in VA needs to pull you over is something small.... swerving, changing lanes without a turn signal, no seat belt, etc... just cause, that's all he needs. And as far as it being on private property... you could have just said it wasn't yours, and that it was being stored on Private Property... you might have been fine with that. But in VA, if a car is in PLAIN SITE, it has to have tags... otherwise it can be towed... even if on private property (now fenced property is different, as they have no was to get in, but say its in your driveway, in VA they can tow it, sucks huh?)
